Intra-organisational processes

Introduction

Horizontal and vertical alignment of spatial policies and plans is more than just text references to other relevant spatial planning documents, or even comprehensive communication between organisations, it is also the extent to which policy and operational staff priorities, and operational plans and their implementation, are coordinated and in alignment with the text in strategic spatial plans.
The underlying assumption is that an official corporate stance is important to ensure 1) the internal coordination of policy implementation and 2) a uniform approach to wider policy issues in order to ensure external coordination.

Policy delivery is not a linear process that starts with the development of a policy and ends with its communication to the target audience. The reality is that policy and communications are mutually dependent - they should work together right from the start, and should be developed in tandem. Every government department should have an internal communications strategy that shows how internal communications will help to fulfil departmental objectives and inform future policy implementation.

True staff engagement is more than just telling people where you are going, how you are going to get there, and how they can play a part. It is about tapping into their personal motivations and passions. You need to demonstrate how values are more than just worthy statements, but how they can be applied on a daily basis.
